María Elena Moyano (1958–1992) war eine afro-peruanische Feministin, Gemeindesprecherin, Aktivistin und Mutter zweier Kinder. Sie wuchs in Armut auf und wurde im Alter von 25 Jahren zur Vorsitzenden der Federación Popular de Mujeres de Villa El Salvador gewählt, einem Frauenbündnis im Armenviertel Villa El Salvador in Lima. Unter Moyanos Führung wuchs die Organisation und betrieb öffentliche Küchen, Gesundheitskomitees, das Vaso de Leche-Programm (das für Kinder Milch bereitstellte), Projekte zur Schaffung von Einkommen und Komitees für Elementarbildung. Moyano gab ihre Stelle bei Pepomuves 1990 auf und wurde kurz danach zur stellvertretenden Bürgermeisterin der Gemeinde Villa El Salvador gewählt. Sie trat offen gegen die Korruption und den Rassismus der Regierung auf. Todesdrohungen erhielt María Elena Moyano, weil sie sich gegen die autoritäre „maoistische” Gruppe Sendero Luminoso aussprach, deren Aktionen ihr zufolge nicht mehr revolutionär waren. Letztendlich wurde sie 1992 vom Sendero Luminoso ermordet. Das führte zu einem enormen Rückgang in dessen UnterstützerInnenbasis, während 300.000 Menschen zu Moyanos Beerdigung kamen.
María Elena Moyano (1958–1992) was an Afro-Peruvian feminist, community organiser, activist and mother of two who grew up in poverty. At the age of 25, she was elected president of the Federación Popular de Mujeres de Villa El Salvador, a federation of women from the shantytown Villa El Salvador. Under Moyano’s leadership, the organisation grew to include public kitchens, health committees, the Vaso de Leche programme (which supplied children with milk), income-generating projects, and committees for basic education. Moyano left her position in Fepomuves in 1990 and shortly thereafter was elected deputy mayor of the municipality of Villa El Salvador. She was an outspoken leader against both the government for its corruption and racism and the authoritarian “Maoist” Sendero Luminoso group, about which she said its actions were no longer revolutionary, which earned her death threats from them. Finally they did assassinate Maria in 1992 which led to a sharp drop in their support whereas 300,000 people came to her funeral.
